Basing on the reforms in previous year, Hainan would promote a series of measures for the reform of commercial systems and improve the competitiveness of business environment this year, such as the reform of registration facilitation, reform of market access for products, reform of food production licence approval.

For the reform of registration facilitation, Hainan would improve the construction for registration platform of Hainan commercial subject, continuing to reduce the time of starting a business, improving the reform of “licence separation ”, learning from the experience of Hong Kong and exploring the direct registration system from foreign companies.

For the reform of market access for products, Hainan would improve the reform of production licence, keeping the “one enterprise one license”, reducing the number of industrial production licence, reducing the time limit for getting a licence from 60 days to 9 days in average, simplifying the safety management of special equipment and replacement of certificate.

For the reform of food production licence approval, Hainan would innovate the management mode of food production licence, reducing the time for approval by one-third, promoting the electronic approval.

Additionally,Hainan would continue to promote the construction of supervision for Boao Lecheng international medical tourism pilot zone.
