On Jun 1st, an academic exchange meeting on building the "Two Headquarters Bases” in the Hainan Free Trade Port was held in Haikou. In the face of the global political and economic changes, the participants expressed that, the Hainan Free Trade Port should adapt to the current trend, taking the construction of the "two headquarters bases" as the major task. Namely, one base for domestic enterprises investing and cooperating with ASEAN countries, and another base for enterprises from ASEAN countries facing the Chinese market. The two bases aim to further promote the high-level opening-up in the Hainan Free Trade Port construction. Chi Fulin, the President of China (Hainan) Institute for Reform and Development noted, "If Hainan wants to attract foreign capital to invest, it must formulate a good policy and system around the two headquarters bases, and improve the business environment professionally and efficiently." The participants agreed that the construction of the "two headquarters bases" is a strategic choice for building a key intersection of the dual circulation. With the special policy and industrial orientation of the Hainan Free Trade Port, Hainan shall accelerate the construction of the two bases with Hainan characteristics. Zhang Keyan, the Chief Accountant of China Datang, Hainan Branch expressed that, the next key step is we need to focus on the software and hardware conditions in Hainan, committing to the building of a soft environment.
