On the evening of September 8, 2024, the Federation of Returned Overseas Chinese Hainan Province and the Malaysia Hainan Chamber of Commerce jointly hosted a family-friendly Hainan cuisine exchange feast. During the meeting, the Hainan Chamber of Commerce Malaysia launched an initiative to the Chinese community in Malaysia, with the aim of mobilising the local Chinese community to contribute resources and strength to the post-disaster reconstruction efforts in Wenchang. After Typhoon "Yagi", the ports in Haikou resumed operations. The trucks preparing to leave the island headed towards the various docks at the Haikou's port, received a special parting gift: a serving of a hot stir-fried noodles, pork rib and corn soup, boiled corn, eggs and oranges. These meals came from the Zhu family, consisting of sisters Zhu Xiuhua, Zhu Xueyan, Zhu Xuezhen, and Zhu Xueji, who live in Changliu Town, Haikou. Starting from September 5th, for three consecutive days (excluding the day of the typhoon), the four sisters prepared hot meals and brought fresh fruit to the stranded truck drivers. On September 12, Meilan Airport is expected to operate 323 flights, with international and regional flights anticipated to be fully resumed. Domestic flights are expected to return to 70% of their pre-Typhoon Capricorn levels, helping ensure smooth and safe travel for passengers. Due to the impact of Typhoon Yagi, communication facilities in Wenchang have been significantly damaged. On September 11th, the emergency rescue team from the China Tower Corporation's Jingzhou branch began repairing core stations in Wenchang City, Wenchen Town, and Paitanxia Village. Over the past two days, the Hubei Tower has assisted in repairing more than 200 base stations in Wenchang. Currently, nearly 200 rescue workers from provinces including Hubei, Fujian, and Jiangsu have arrived in Wenchang, fully committed to restoring communications affected by Typhoon Capricorn.

As of September 11th, the Kaili-Cengong Power Supply Bureau from Guizhou, which is aiding Wenchang in Hainan, is engaged in the repair of nearly 8 kilometers of the 10kV Country Garden Line Changkeng branch. The 21-member team is working diligently to clear access routes, handle broken lines, and replace hardware, aiming to restore power to this line by September 15th.

According to the Ministry of Transportation Pearl River Administration of Navigational Affairs, after the passage of Typhoon Yagi and several days of emergency transport, the number of vehicles waiting to be ferried across the Qiongzhou Strait has returned to normal. Vehicles that have made reservations can now typically be processed for boarding immediately.

September 9th at 3 p.m., in terms of the road network, the province's national and provincial highways have all returned to normal two-way traffic. Most county and township roads are now open, and all rural roads are at least nominally accessible; taxi services, online car booking services, and tourist and passenger transport have all restarted, 93% of urban buses and 80% of interprovincial passenger lines are back in operation, and all 26 third-level or above passenger stations have resumed operations.

As of 17:00 on September 9, Haikou City, Lingao County and Chengmai County have all resumed gas supply. Wenchang has restored gas supply to 14,677 households, with a restored gas supply rate of 91.73%; Ding 'an has restored gas supply to 992 households, with a restored gas supply rate of 99.2%. Wenchang City and Ding 'an County are expected to achieve full resumption of gas supply before 24:00 on September 10.
Prior to the typhoon, over 1,200 personnel from gas authorities and enterprises around Hainan conducted safety inspections and removed 73 hazards. Currently, 34 pipeline gas stations and 100 liquefied petroleum gas filling stations in the province are operating stably. No gas safety incidents were reported in the city.

As of September 10, passenger trains on and off the island (including the Z386, K458, Z112, K512, and Z502) have resumed operation.
The high-speed railway line has resumed traffic on both East and West lines, but, due to the impact on equipment and facilities at some stations, Yintan, Lingao South, Fushan Town, and Laocheng will continue to suspend passenger services. The Haikou municipal intracity light rail also remains out of service.

After Typhoon "Yagi," many of Haikou's petrol stations were damaged. According to Sinopec Haikou—as of the morning of the 9th—38 out of 48 Sinopec in Haikou had resumed operations. In order to comprehensively meet the needs of car owners throughout the city, the other 10 are expected to be operational before September 12th.

In the aftermath of Typhoon “Yagi”, Haikou City experienced damage to a total of 5,798 mobile base stations. As of noon on September 10, 3,511 stations (60.56%) had been restored to functionality.

As of 8 p.m. on September 9, Haikou Water Group launched eight new emergency water supply pumps to helprelieve pressure problems at the north end of the city.In cooperation with the power supply company, another 12 pumps are running above capacity to ensure water for all residents.

Haikou Water Group has a total of 60 water supply wells with an average daily water supply of 100,000 tons. Due to super typhoon ‘Yagi,’ as of early morning on September 8, 29 out of the 60 were without power and unable to pump. By 9 am on September 9, 6 wells had already been activated and the affect on urban water supply was beginning to be ameliorated. Emergency teams are working around the clock on repairs and it is expected that by 8 p.m. on September 9, the remaining wells will resume pumping.
As of 13:00 on September 9, to alleviate water pressure issues on Haidian Island and other areas, Haikou City Water Group brought five emergency wells online.

According to information from the Hainan Power Grid, as of 8 September, Typhoon ‘Yagi’ has affected 1.681 million customers of whom 912,000 customers have had power restored.Of the province's 79 35 kV and up substations which were shut down, 37 already have power back. Of the 836 10 kV and up lines which were damaged, 602 are once again functioning normally.
According to the Haikou Power Supply Bureau, as of the morning of the 9th, 1,589 housing complexes have been affected by typhoon power damage with power already restored to 1,191 and 398 remaining dark.

At present, Hainan is stepping up efforts to fully restore the overall road network, power grid, and communications networks.
According to the information from the Hainan Provincial Communications Bureau, Typhoon 'Yagi' led to serious damage to communications base stations across the province, with 14,076 out of the 28,107 identified as damaged still out of service. 59.8% of Wenchang’s base stations and 46.5% of Haikou’s are out of service.
The communications industry has responded quickly with the deployment of huge numbers of personnel and equipment carrying out repairs. As of 18:00 on 8 September, the province had already repaired and restored 14,031 of the 28,107 damaged communications base stations. It is expected that the province's communication service will be restored to basic normalcy by 10 September.

After expedited repairs, the Qiongzhou Strait has fully resumed normal navigation at 18:00 on September 9, 2024.

Affected by the impact of typhoon "Yagi,” the island's three major airports have already begun resumed operations. Sanya Phoneix International Airport and Qionghai Boao International Airport resumed flight operations at 10 am on the 7th and have now entered completely normal operation. Roads 602, 611, 41, 21, 97, 3, 618, 53, 38, 74, 86, 609, K35, Suburban 2, You5, You8, Airport 1, 621, G90, 57, 77, 78, 46, 47, G43, 29, Special Line 2, G7. The above 71 bus routes passing through impassable sections will be operated by taking detours and returning to the original route.
According to the introduction, there are still 81 bus lines in Haikou that have not resumed operation. The reasons are as follows: Firstly, Haikou has 35 bus charging stations, which have been affected by Typhoon "Yagi" with its extremely strong winds. Currently, only two of them are operational (the High-speed Railway East Bus Hub Station and Longhua Bus Station). This has posed a serious challenge to pure electric buses. Secondly, some bus depots have been severely damaged or the roads in front of the depots have not yet been cleared, and Haikou Bus has already mobilized all its staff to return to work on the 7th. They are assisting relevant departments to work overtime to clear the roads and restore the operation of the depots as soon as possible.

Incomplete statistics provided at a press conference held by the Hainan Province Emergency Command Center on the evening of September 7 show that SuperTyphoon Yagi affected a total of 526,100 people in all 19 of Hainan’s cities and counties. Preliminary estimates show that the economic losses caused by this typhoon will far exceed those of 2014’s SuperTyphoon Rammasun.

Reporters have received information from Hainan Development Holdings Co., Ltd that Haikou Meilan International Airport resumed flights starting from noon on September 8. All resumed flights will arrive and depart from Terminal 1.

Hainan Railway reports that the eastern section of the island’s high-speed rail resumed operations at 11:00 am on September 8. However, the western section of the island’s rail, Haikou municipal light rail, and passenger trains on and off the island will continue to be suspended. The entire island of Hainan is predicted to be impacted by 13:00 on the 6th, with Level 7 winds completely leaving the province by 13:00 on the 7th. Level 10 winds (affecting an area of around 140 km) will reach Wenchang at 09:00 on the 6th, and the northeastern area of Hainan Island (Haikou, Wenchang, Qionghai, Tunchang, Ding'an, Chengmai, and Lingao) will be impacted at 14:00 on the 6th, with Level 7 winds completely leaving the province by 14:00 on the 6th. Typhoon Yagi, which is fast approaching Hainan, was upgraded to a "Super Typhoon" (level 17 or above with wind speeds between 56.1 - 63 m/s) in the late hours of September 4. It is expected to make landfall somewhere between the north coast of Hainan Island and Dianbai District in Maoming City, Guangdong Province, in the afternoon or evening of the 6th. Current projections narrow the most likely landing area to between Wenchang City in Hainan and Xuwen County in Guangdong.

As Typhoon Yagi arrives, the traffic police will work with city departments responsible for bridge and tunnel management to close key bridges and tunnels for safety in a timely manner according to measured wind speeds. Key bridges and tunnels include: Century Bridge, Qiongzhou Bridge, Xindong Bridge, Haiwen Bridge, the Nandu River Bridge, Hairui, and Dinghai Bridge, as well as the Jiangdong Tunnel.

Sanya has raised the city’s typhoon emergency response to Level 1. All primary, secondary, and training schools in the city will suspend classes after school on the afternoon of Sept. 5, and all training institutions and after-school programs will also suspend services.

According to the latest information from the Hainan Meteorological Service, Tyhoon Yagi, this year’s 11th named storm, has strengthened into a strong typhoon and is expected to make landfall as a strong or super typhoon on the coast between Qionghai, Hainan and Dianbai, Guangdong on the afternoon of the 6th.
On the morning of Sept. 4th, the Hainan Meteorological Service issued a Level III Typhoon Warning. China’s National Meteorological Center continued the previously issued Orange Typhoon Warning, the second highest level in a four-tier scale.
According to the current season, wind circulation, and path of Typhoon Yagi, there is a high probability that the storm will impact Hainan and will be comparable to the impact of Typhoon Rammasun, which hit Hainan in 2014. Typhoon Yagi may be the strongest typhoon to impact Hainan in the last ten years.
Due to the impact of Typhoon Yagi, all passenger trains arriving in and departing from Hainan Island will be suspended from Sept. 5-7. Passenger and vehicle ferry services across the Qiongzhou Strait will be suspended at midnight on Sept. 4, and are expected to remain suspended through Sept. 8.
Over the next three days, Hainan will experience severe winds and rain. Please keep safe when traveling, pay close attention to official warning information, and make careful preparations for the storm.
